RBI defines rural areas as those areas with a population of less than 49,000 (tier -3 to tier-6 cities). It is generally said that the rural areas house up to 70% of India’s population. Rural India contributes a large chunk to India’s GDP by way of agriculture, self-employment, services, construction etc.
A settlement where the population is very high and has the features of a built environment (an environment that provides basic facilities for human activity), is known as urban. Rural is the geographical region located in the outer parts of the cities or towns.
The patwari is the government official whose primary role is to keep records of all the land in the villages that are overseen by him. The patwari is also known as the village accountant. The patwari acts as a liaison between the government and the farmers.
A district is the most important unit. The district administration implements the government policies and maintains law and order in the district. The administration includes the collector, various officers and employees.
In this way, Panchayati Raj is a three-tier system of rural local government in India viz, Panchayat at the village level, Panchayat Samiti at the block level and Zilla Parishad at the district level with adequate powers and resources and responsible for Planning and devolution in their respective jurisdiction.
The Census Bureau defines rural as “any population, housing, or territory NOT in an urban area“. Its definition of rural is closely tied to its urban definition. There are two types of urban areas: “Urbanized Areas” – population of 50,000 or more “Urban Clusters” – population of at least 2,500 and less than 50,000.

Urban Administration means a programme of the Govt to administer the Urban Bodies like the Municipality, Municipal Corporations and the Notified Area Councils ( NAC )of the state.
The rural area means living in villages, whereas the urban area refers to towns and cities. These days, many people prefer living in urban areas rather than rural ones, and it might be on several accounts such as infrastructure, facilities, and the list goes on.
Administration in rural areas involves many aspects. Some of them are as follows: Construction of public facilities; like road, drainage, check dams, drinking water facilities.Implementation of welfare schemes; like MNREGA.
